West Bengal Government's Measure to Combat COVID-19

 Chronological Measures taken by GoWB


22nd April, 2020 Notification - RKSY-I & RKSY-II : 5KG rice per head per month @ FREE of Cost to each ration card holder
The Food and Supplies Department, GoWB, has issued a notification vide memo no. 1366-FS/Sectt./Food/14R-01/2013 (Pt.III) dated 22.04.2020, in continuation of notification no. 1205-FS dated 26.03.2020, the GoWB has decided to provide 5kg Rice per head per month FREE of cost instead of the existing scale 2kg rice and 3 kg wheat per head per month to RKSY-I beneficiaries and also to provide 5kg of Rice per head per month FREE of cost instead of the existing scale 1kg rice and 1kg wheat per head per month to RKSY-II beneficiaries through Public Distribution System for a period of three (3) months from 1st May, 2020 to 31st July, 2020.

20th April, 2020 : Sneher Paras (one time financial assistance scheme for stranded migrant workers)
The State Government, in order to provide some financial assistance ONLY to those migrant workers who are resident of West Bengal and who are stranded in different parts of country since 24.03.2020, has decided to provide financial assistance of one-time ex-gratia payment of Rs. 1000/- under the "Sneher Paras" Scheme.
The applicant can download the Mobile App by visiting GooglePlay Store or from the Jai Bangla link provided in the home page of Government of West Bengal - Egiye Bangla at www.wb.gov.in and apply by filling in relevant information.
The scheme will come into effect from 20th April, 2020 and will remain in force till 3rd May, 2020.

स्नेह पारस (फंसे हुए प्रवासी श्रमिकों के लिए एक बार वित्तीय सहायता योजना)
राज्य सरकार, केवल उन प्रवासी श्रमिकों को, जो पश्चिम बंगाल के निवासी हैं और जो 24.03.2020 के बाद से देश के विभिन्न हिस्सों में फंसे हैं, को केवल एक बार के पूर्व-अनुदान भुगतान रु 1000 / - की वित्तीय सहायता "स्नेह पारस" योजना के तहत प्रदान करने का निर्णय लिया गया है।
आवेदक GooglePlay Store पर जाकर या पश्चिम बंगाल सरकार के होम पेज में दिए गए जय बंगला लिंक - www.wb.gov.in पर जाकर मोबाइल ऐप डाउनलोड कर सकते हैं और संबंधित जानकारी भरकर आवेदन कर सकते हैं।
यह योजना 20 अप्रैल, 2020 से लागू होगी और 3 मई, 2020 तक लागू रहेगी।

10th April, 2020 : Prachesta Scheme (one time financial assistance scheme for unorganised sector workers)
The GoWB, in order to provide some relief to such labourer/daily wage earner (unorganised sector) who lost employment and livelihood due to outbreak of Corona Virus (COVID - 19), is going to provide financial assistance of one-time ex-gratia payment of Rs. 1000/- under the "Prachesta" Scheme.
The applicant (only one per family) has to submit filled in application to the District Magistrate in the Districts or Commissioner, KMC for Kolkata Municipal Corporation area in person. No bulk applications will be accepted.
The scheme will come into effect from 15th April, 2020 and will remain in force till 15th May, 2020.

31st March, 2020 Order to provide No cost food grains - food coupon
The Food and Supplies Department, GoWB, has passed order vide memo no. 1224-FS/O/Sectt/IT-19/2018 dated 31st March, 2020, citing the provisions of free of cost food-grains (rice and wheat/fortified atta) to AAY, SPHH, PHH and RKSY-I beneficiaries at their entitlements, through the Public Distribution System for six months from 1st April, 2020 to 30th September, 2020.

The order has recognised that many applicant who have applied for Digital Ration Card may have not got Ration Card because, either Digital Ration Cards may not been printed or may not have been deliver to beneficiaries by Indian Post due to lockdown since 25.03.2020.

Considering the above, Food and Supplies Department has decided to provide food grains against food coupons to all these beneficiaries.

26th March, 2020 Notification of Free of cost food grains
The Food and Supplies Department, GoWB, has issued notification vide memo no. 1205-FS/Sectt./Food/14R-01/2013 (Pt.III) dated 26.03.2020 and has decided to provide food-grains (rice and wheat/fortified atta) to AAY, SPHH, PHH and RKSY-I beneficiaries at their entitlements at free of cost through the Public Distribution System for six months from 1st April, 2020 to 30th September, 2020.

24th March, 2020 : Extension of 'Complete Safety Restriction' 
Govt. of West Bengal has extended the 'Complete Safety Restriction' till 31.03.2020, in view combating the spread of COVID-19.

21st & 22nd March, 2020 : Home isolation of migrant labourers - direction to all DMs : Suspension of all inter state bus services : Suspension of all non essential cargo items (transport) : Closure of Govt & Private offices
In pursuance of various guidelines issued by WHO, GOI and GOWB to combat spread COVID - 19, Department of Home and Hill Affairs, Govt of West Bengal has notified circulars to all District Magistrates of West Bengal to monitor migrant workers' home isolation.

Govt. of West Bengal has passed order to suspend all inter state bus operations, and all non-essential cargo items (transport via truck, trailer, etc.) effective from 12 midnight of 21st  & 22nd March, 2020 respectively.

In view of complete safety, GOWB has imposed restrictions prohibiting non-essential movement of public, and hence passed order to closure of govt. & private offices, except for those connected to essential activities with effective from 23.03.2020 morning.

17th March, 2020 : Temporary closure of Anganwaadi Centres ; Creche units run by NGOs
Govt. of West Bengal has passed Order (vide memo no 686/ICDM-Dte & vide memo no 687/ICDM-Dte dated 17.03.2020) for temporary closure of Anganwaadi Centres  & Creche units run by NGOs of the State with immediate effect till 15.04.2020, with a view of safeguard the health of the children and the pregnant and lactating women. During this period, there will be no Pre-School activities at the Anganwaadi Centres & Creche units and no morning snacks or hot cooked meals will be served from there to the beneficiaries.

However, to ensure continuation of Supplementary Nutrition during this period, 2 kgs of Rice and 2 kgs of Potatoes will be provided to each beneficiary, irrespective of their age and categories from the AWCs.

14th March, 2020 Suspension of classes of all Educational Institutions:
In accordance with the Press Release issued by the Hon'ble CM of West Bengal (vide memo no. 85-SSE/20 dated 14.03.2020 & order Memo no. 86-SSE/20 dated 14.03.2020) Government of West Bengal has suspended all classes and examinations of WBCHSE & WBBME from 16.03.2020 to 31.03.2020, to combat spread of Novel Corona Virus (COVID-19).
